Social Capital as a Human Development Factor : Northern Regions

• Human capital is being considered as the major resource, the return from which grows together with economic growth. Rate of delivery depends not only on a level of technologies and a stock of physical capital, but also on institutional factors. Social capital may be used as a universal category that reflects distinction of institutional factors in different regions.
